2. As to the British American Tobacco Co. (China) Ltd.
the business of the Company will in future be controlled from
Hongkong where the Company and all members of the Head office
will be under British jurisdiction.
3.
If licences allowing non-British management of China
Companies were under any circumstances obtainable, a most invidious
and difficult task would be set H.M. Minister, and the Register
and also the Crown Advocate as his technical advisers in such
matters.
4.
If such licences were obtainable, the force and effect
of salutary provisions, the need of which has been felt for
years, would be seriously weakened.
5.
If any such licences were granted, good ground
of complaint would be given to those American and Japanese
who had heretofore controlled China Companies and who have
complied with the Order in Council and renounced the management
of auch Companies.
